Abstract: VACOSS - Variable Coding Seal System - developed at KFA Jülichs is intended to seal: rooms and containers with nuclear material, - nuclear instrumentation and equipment of the operator, - instrumentation and equipment at the supervisory authority. The sealing system is easy to handle, reusable, transportable and consistsof the three following components: - Seal. The light guide in fibre optics with infrared light emitter and receiver serves as lead. The statistical treatment of coded data given in the seal via adapter box guarantees an extremely high degree of access reliability. lt is possible to store the data of two undue seal openings together with data concerning time and duration of the opening. - Adapter box. The adapter box can be used for input of data indicating the seal integrity. Two variants of this adapter box are available : one for data output to be used by the operator only, and one for both input and output to be used by the inspector. - Simulation programme. The simulation programme is located in the computing center of the supervisory authority and permits to deterri ne date and time of opening by decoding the seal memory data. For VACOSS two operation modes can be applied: - Short term sealing. This mode of operation is for instance suitable for containers andstores with nuclear material used in the production of fuel elements. - Long term sealing. By means of additional peripherals the supervisory authority can continually monitor the nuclear material by active interrogation of the seal, e. g. via radio or telephone.
